Green Hydrogen Development in Africa : Achieving the Right Balance for the African Union and European Union as Strategic Trading Partners.

 

Green hydrogen (GH2) is rapidly emerging as a cornerstone of the global clean energy transition, driven by its potential to decarbonise hard-to-abate sectors. For African countries, GH2 serves as a foundation for new green industrial and investment strategies aligned with net-zero goals, while also enhancing energy security. Both the African Union (AU) and European Union (EU) have positioned GH2 as central to their strategic agendas.

In this light, Development Reimagined is pleased to launch its latest report on GH2 development in Africa and the evolution of strategic partnerships with the EU. This report combines policy review, techno-economic modelling, institutional assessment, and stakeholder interviews to explore the dynamics of GH2 cooperation between the AU and EU.

Using the Namibia–Netherlands partnership as an illustrative case study, the report examines how outcomes vary depending on the form of engagement. It provides a structured framework for understanding the implications of four plausible pathways:

  • A continuation of the status quo, where barriers for GH2 development in Africa remina unaddressed;
  • A future driven by European priorities alone;
  • An alternative future centred on African priorities and agency;
  • A balanced scenario that aligns the objectives of the two partner continents to maximise mutual benefits.

Looking ahead, AU and EU partners face a critical window for shaping the emerging global GH2 economy. Decisions taken over the next five years, particularly regarding financing, industrial capacity, and governance, will determine whether African countries successfully leverage GH2 as a driver of inclusive economic transformation or if it remains an export agenda shaped by external priorities. This transition represents a pilot for broader AU-EU cooperation, demonstrating how strategic partnerships can advance climate objectives and economic development agendas for two partner continents, offering a multiplier effect for maximum benefits.
